Definitely casual, business casual is the normal, jeans and nice shorts are certainly acceptable.

Dressing up a casual outfit is fine or wearing something really nice is too. I have a theory that they put the better dressed people at the back of the restaurant. When we looked over to that side, it was suits and dresses and on our side it was more casual.
